Background

In May 2014 heavy rains fell over Bosnia and Herzegovina, causing massive flooding in northern, eastern and central parts of the country bordering Croatia and Serbia. The floods are the worst in 120 years and have brought enormous destruction in a country that is still recovering from the consequences of the 92-95 war and where significant groups of the population suffer from chronic poverty and unemployment. The natural disaster affected a quarter of the territory of Bosnia and Herzegovina and approximately one million people, which is approximately 27% of the country’s population of 3.8 million. Some 50% of local governments were affected by the floods with a number suffering near-complete flooding of urban, industrial and rural areas. Consequently, houses, infrastructure, schools, hospitals, private facilities, farms and crops were damaged or destroyed, causing deterioration of public services, local economy and agriculture activities.
In cooperation with national and local governments, the UN, European Union and the World Bank are conducting a recovery needs assessment to identify short, medium and long-term recovery priorities in a variety of sectors. The results and findings of this assessment will inform the design of relevant interventions to address the consequences of the floods in an integrated and sustainable manner.
In the meanwhile, and based on an assessment conducted on the 46 most affected local governments, the UN has identified the critical recovery demands and their financial projections for the next few months, in the following sectors:
  • Rehabilitation and reconstruction of public buildings and services,
  • Shelter and Housing,
  • Debris Management and demining,
  • Community Infrastructure: small roads & bridges,
  • Water, Sanitation and Sewage, and
  • Livelihoods and Agriculture.
  • Under the direct supervision of the Recovery Programme Manager and, as the secondary line of supervision, the Rural and Regional Development Sector Leader, Recovery Coordinator-Livelihoods will manage and oversee the effective implementation of the programme activities in the area of livelihoods and economic development in accordance with the corresponding project documents. Furthermore, Recovery Coordinator-Livelihoods will supervise livelihoods interventions team. 
  • In addition, Recovery Coordinator-Livelihoods will manage and coordinate other economic development interventions as part of the Rural and Regional Development Sector.
Duties and Responsibilities

1. Manage implementation of the Livelihoods Component of Recovery Programme
  • Formulation and management of Livelihoods component through the preparation of annual and monthly work plans that will establish priorities, timelines, targets and standards for monitoring results.
  • Coordination of support to livelihoods programme component with relevant local stakeholders through participatory planning and implementation mechanisms.
  • Review of Support to livelihoods programme component implementation progress in consultation with beneficiaries, partners and donors.
  • Co-ordinates the work of the Support to livelihoods programme component team, individual consultants, and contracted companies.
  • Ensuring that Livelihoods programme component is implemented in a coherent and integrated manner, in line with UN and/or UNDP procedures and PRINCE II.
  • Plan and manage available financial and other resources for the Support to livelihoods programme component.
  • Ensuring full accountability, transparency and the principle of competition in the allocation of resources, procurement of services, works and goods and selection of recipients.
  • Provides support in organization of external evaluation of the project.
2. Supervision of the Support to livelihoods programme component team in field offices in Doboj, Brcko, and Tuzla
  • Manages Livelihoods programme component staff and ensures they understand all the aspects of the Recovery programme.
  • Management and oversight of the Livelihoods programme component field presence.
  • Supports the recruitment processes necessary for the implementation of the Livelihoods programme component.
3. Coordinate the programme’s activities with other UN agencies and international and local actors involved in the livelihoods recovery
  • Ensure cooperation and, wherever possible, synergies of the Livelihoods programme component activities with other efforts of the local governments and international community in the area.
4. Support to the Recovery Programme Manager in effective mainstreaming of gender equality:
  • Support to the Recovery Programme Manager in ensuring gender mainstreaming throughout the Livelihoods programme component activities, work plans, budgets, reports, research, analyses  and, where specifically relevant, analyzed in detail.
  • Ensures gender equality is mainstreamed throughout Livelihoods programme component team, consultants and contracted companies.
  • 5. Contributes to design, management and coordination of implementation of economic development interventions under the UNDP Rural and Regional Development Sector:
  • Advise on issues of further project development, proposal writing, project document writing and resource mobilization as well as on strategic development.
  • Provide overall leadership and takes management responsibility for successful implementation of the project’s activities and sub-activities for economic development projects and/or project components implemented as part of the Rural and Regional Development Sector, such as Value Chains for Employment Project, Inclusive and Sustainable Economic Development Project, Applying the Human Security Concept to Stabilize Communities in Canton 10 Project and other initiatives as needed.
  • Ensure the attainment of the results identified in the project document.
  • Supervise the Business Development Specialist associated with the aforementioned projects/components.
  • Ensures the existence of successful quality assurance for the relevant projects’/project components financial, procurement and administrative processes in order to make sure that they are conducted in line with prevailing UNDP rules and regulations as well as in line with the project timelines.
  • Provide regular reports on project progress, including risks and issues, to the Rural and Regional Development Sector Leader.

Required Skills and Experience
  • MA degree in the field of Business, Economics, and / or Development.
  • BA degree in the field of Business, Economics, and / or Development with at least two additional years of qualifying work experience may be accepted in lieu of the postgraduate degree.

  • Minimum five years of project management experience, preferably including experience with inclusive economic development and private sector development.
